Subject: Enclosed is the revised "Reference Manual for the Promotion of Off-campus Internship Courses in Universities and Colleges." Please examine and act accordingly.

Description: The implementation of off-campus internship courses by universities and colleges aims to extend on-campus teaching activities to industries and enterprises for practical learning during the formative education stage. This achieves the goal of integrating theory with practice and cultivating students' professional skills and workplace literacy. It is hereby stated that these internships are formal school courses planned by the institution to provide students with professional competence while accumulating practical experience and safeguarding their right to learn.

In response to the "Regulations on the Implementation of Industry-Academic Cooperation at Institutions of Higher Education" (hereinafter referred to as the Regulations) amended and promulgated on June 23, 2025 (Year 114), the Ministry has revised the manual to assist institutions in refining their internship mechanisms. The manual integrates key contents such as operational mechanisms, precautions for offering internship courses, protection of internship rights, and frequently asked questions (FAQs) to ensure the safety and rights of students while enhancing internship effectiveness.

To strengthen quality supervision and student rights protection, schools shall implement relevant mechanisms based on this manual. Key updates are summarized below:

  • Assessment of Internship Course Positioning: Including the differences between internships and activities such as observation, practical work, practical training, or workshops.

  • Insurance: Schools shall provide group accident insurance for students, bear the insurance premiums, and clarify the insurance obligations of internship institutions.

  • On-site Supervision: Schools shall conduct at least one on-site visit during the internship period and at least two per semester. For overseas internships, the second visit and onwards may be conducted via alternative non-site methods, with supervision records properly maintained.

  • Affidavits for Branch Units: When collaborating with branch offices, stores, or factories, an "Affidavit" may be signed to certify no legal violations, serving as part of the internship contract.

Institutions shall strengthen the planning, execution, and supervision of internship courses according to this manual to ensure course quality and student rights.
