I. How to apply for being on-duty and working overtime? When is the deadline for compensatory time off? (person in charge: Ms. Hwei-Min Yang ext.2222)

Being on-duty is regarded the same as working overtime. In addition to receiving the pay for keeping on-duty (with rates to be determined separately), the on-duty personnel can apply for compensatory time off that is equivalent to the on-duty hours within two months. As to working overtime, the applicant shall have punching-out record of that day and the hours of working overtime shall not exceed four hours a day during the normal office hours. As for working overtime on holidays, the hours are not regulated as during the normal office hours; however, the applicant shall have the attendance records as well. The deadline for applying for working overtime is within two weeks (fourteen days). The total hours of working overtime shall not exceed thirty hours a month. There are two options of the application for working overtime: overtime pay or compensatory time off. Those who choose the compensatory time off shall take their time off within two months from the day they work overtime.

II. What is the standard for staff’s annual leave? (person in charge: Ms. Hwei-Min Yang ext.2222)

Full-time staffs (including teacher’s assistants) who have served more than one year can get annual leave of seven days since the second year. Staffs who have served more than three years can get annual leave of fourteen days since the fourth year. Staffs who have served more than four years can get an extra day of paid leave each year in addition to the annual leave of fourteen days. The total annual leave shall not exceed twenty-two days. Furthermore, new staffs can ask for special leave of three days within the first year of service without salary deduction. Annual leave that is scheduled for more than five days shall be taken during the summer or winter vacation. If there is much work to be done of the leaving position, the office can call off the leave at any moment.

III. How do faculties and staffs ask for leave? (person in charge: Ms. Hwei-Min Yang ext.2222)

1. Faculties who ask for leaves such as personal leave, sick leave, wedding leave or mourning leave shall fill out the leave form and then get the approval from the office director:

(1) Asking for leave for less than three days shall be approved by the director of the department or the graduation school.

(2) Asking for leave for three to seven days shall be approved by the college dean.

(3) Asking for leave for more than seven days shall be approved by the president; if the leave is during the winter or summer vacation, it shall be approved by the college dean.

(4) The following positions asking for leave shall be approved by the president: department chairman, graduation school director or college dean.

2. Staffs (including teacher’s assistants) who ask for annual leave, special leave or compensatory time off shall apply through the E-attendance system; for the leaves other than those mentioned above shall apply through filling out the leave forms:

(1) Staffs asking for leave for less than two days shall be approved by the office director.

(2) Staffs asking for leave for two to seven days shall be approved by the 1st rank director (for staffs who served for departments or graduation schools shall be approved by the college dean).

(3) Staffs asking for leave for more than seven days shall be approved by the president.

(4) 2nd rank directors asking for leave for less than three days shall be approved by the 1st rank director; 2nd rank directors asking for leave for more than three days shall be approved by the president.

(5) 1st rank directors asking for leave shall be approved by the president.

3. Faculties who are concurrent 1st rank administrative directors: the approval of leave shall be processed the same as staffs and shall notify office directors as well. The process shall be: department (center) → college → Personnel Office → President → Personnel Office.

IV. What are the regulations for new staffs to sign for attendance? (person in charge: Ms. Hwei-Min Yang ext.2222)

New staffs (including teacher’s assistants) who have been authorized for being on trial shall sign for their attendance through the E-attendance system for three months. If there is no being late or leaving early found in the attendance records verified by Personnel Office, the staff can have the waiver of signing for attendance after the trial period is over. However, the waiver of signing for attendance shall get the approval from the office director first and the staff shall sign the letter of commitment as well. If there is any violation of Article 4 of “YZU Regulations for Staff’s Waiver of Signing for Attendance”, the waiver will be canceled since the violation.

V. Whether or not shall the holidays be deducted from the long paid leaves such as wedding leave and maternity leave? (person in charge: Ms. Hwei-Min Yang ext.2222)

Long paid leave not exceed the granted leave days doesn’t include the national holidays; but the days of flexible leave (such as the flexible leave during winter vacation, summer vacation or spring break) offered by the school shall be included. Authorized schedule of leave will be referred to the date on the wedding invitation, the birth certificate or other official certificates.

VI. Can the paid wedding leave be applied in separated time periods? (person in charge: Ms. Hwei-Min Yang ext.2222)

According to actual needs of the department or office, paid wedding leave can be taken in separated time periods but shall be taken within one month after the wedding. In this case, the separated leave shall be verified by the office director first and then to be approved by the president as well.

VII. How to apply for parental leave without pay? (person in charge: Ms. Hwei-Min Yang ext.2222)

Faculties and staffs can apply for parental leave without pay since pregnancy until any of his or her child reaches the age of two years old, but the period cannot exceed two years. Faculties’ application for the period of parental leave shall be based on semesters and the application time shall be two months in advance; staffs’ application for the period of parental leave shall be based on months and the application time shall be one month in advance. Those who still have the need to raise a baby and the period of parental leave hasn’t reached the granted amount of time can apply for extension of one more year within two months before the expiry date of original parental leave. Those who apply for resuming their jobs before the end of the parental leaves shall be scheduled on the basis of a semester. Faculties shall apply to Personnel Office two months before the beginning of the semester and shall get the approval from the department chairman first before to be processed under the president’s verification.

VIII. How many days are granted for the paid mourning leave? (person in charge: Ms. Hwei-Min Yang ext.2222)

The granted days of mourning leave vary from the death of different relatives. Due to death of parent or spouse, paid mourning leave can be granted for up to fifteen days. Due to death of stepparents, parents-in-laws or children, paid mourning leave can be granted for up to ten days. For great-grandparents, grandparents, grandparents-in-law, step-parents-in-law or siblings passing away, paid mourning leave can be granted for up to five days. The mourning leave can be taken separately, at least one day each time, and shall be taken within fifty days.

IX. Are ‘the parents of mother’ included in the regulations for the mourning leave as in “For great-grandparents, grandparents, grandparents-in-law….”? (person in charge: Ms. Hwei-Min Yang ext.2222)

According to “Civil Code Part IV Family”, the regulation of relationship by blood is divided into liner or collateral relative by blood without differing in the meaning of ‘grandparents’. Thus, the meaning of the word ‘grandparents’ has included the meaning of ‘the parents of mother’ and the word ‘the parents of mother’ has been deleted from the regulations of “Civil Code Part IV Family”. The Article has also been amended as “For great-grandparents, grandparents, grandparents-in-law, step-parents-in-law or siblings passing away, paid mourning leave can be granted for up to five days.” Therefore, if the parents of mother die, this case is still included in the regulations for granted mourning leave of up to five days even though the word ‘the parents of mother’ is not mentioned in “Civil Code Part IV Family”. Even for the death of ‘the grandparents of mother’ or ‘the parents of mother-in-law’, both cases are still included in the regulations for granted mourning leave of up to five days.
